Finance Department (J-8)
Finance Department (J-8) is an organizational unit of the Serbian Armed Forces General Staff responsible for performing activities related to financial and material operations and control over the management and use of funds in the Serbian Armed Forces.
The Chief of Finance Department (J-8) is Colonel Radovan Damnjanović, PhD.
Finance Department (J-8) performs tasks in the field of financial and material operations, control and management of the financial service personnel:
- Allocation of budget funds of the Serbian Armed Forces;
- Analysis of the execution of financial operations of the Serbian Armed Forces;
- Development of consolidated periodic and annual reports;
- Development of quarterly plans for budget execution and revenue planning of the Serbian Armed Forces;
- Considering the possibility of financing subsequent requests;
- Preparation and drafting of mobilization acts and documents for the work of the financial service in the preparation of mobilization, during mobilizations and during a state of war;
- Providing explanations, remarks and expert opinions on the application of regulations in the field of financial and material operations;
- Inventory of assets and liabilities of the Serbian Armed Forces;
- Monitoring the accounting records at the level of the Serbian Armed Forces.
- Control of financial and material operations of units and institutions of the Serbian Armed Forces, and
- Proposing the organization, manning and scope of work of the financial service in the Serbian Armed Forces.
Tradition of the Finance Department (J-8)
Financial Service Day is celebrated on November 8 in memory of the day when, in 1944, the Financial Department of the National Defence Commission was formed. Finance Department of the National Defence Commission became the governing body of the financial service for the whole National Liberation Army of Yugoslavia. At the same time, financial service bodies were formed in all commands. With the establishment of the Department, the financial service was organized for the first time on the territory of Yugoslavia and legally constituted as a special service. The governing body of the financial service in the Yugoslav National Army was organized as the Fifth Department of the General Staff.
The influence of legal regulations in the field of public finance of the Republic of Serbia on the organizational structure and function of the financial service in the Armed Forces began in 2005 with the disbandment of the Department for Material and Financial Operations in the Logistics Sector and the establishment of the Finance Department as an organizational unit of the Serbian Armed Forces directly subordinated to the Chief of the General Staff, as the authorizing officer responsible for the total funds allocated to the Serbian Armed Forces.
The current structure of the Finance Department (J-8) was established after organizational changes in the Serbian Armed Forces in 2020.
